I haven't seen one. You would be better off writing a small .NET app that you can call from DTS.

Version 3.0 of XMLHTTP can accomplish this.
You would need to create an ActiveX script in your DTS package.

As Damian points out though, ADO.NET has very good tools for these types of tasks.
