Maybe query governor cost limit (see BOL) is your case?

I would try doing the BULK INSERT in Query Analyzer instead of in your VB application. You need to see how long it takes to execute on the server. Also, do you have indexes on the table that you are importing into it? If you do, you might want to drop them before the BULK INSERT, then recreate them after successfully importing them. Indexes will slow you down on imports.
