Either I've built my DTS packages incorrectly, or when executing as an ODB job, they are being forced to run as though not on the local server and therefore can't connect. Any suggestions?"

THe schedualer uses SQL Server Agent. You need to ensure it's running and under a valid account with valid permissions.
