The path will be relative to the server so it would look for C:\data.txt on the server.

\\PH-123\data.txt

I take it PH-123 is your PC.
Create a share on it put the file in the directory that is shared. Intially give everyone full control then
\\PH-123\myshare\data.txt should work.

You will need to give the bulk insert user (probably sql server service user) permissions on the directory

Cursors are useful if you don't know sql.
DTS can be used in a similar way.
