Also you need to know how to do it in .NET

yes. you need parameterized stored procedures

create procedure [dbo].[spname]
@param1 int,
@param2 int
AS
BEGIN
...
..
.
END
GO

If you need REALLY need "varying" input parameters, try consider using an options table where you insert things and run the stored procedure against that.
