I have a program to install that says the SQL DB has to be UTF-8. How do I know if my SQL Server Instance is UTF-8?

SQL Server 2K stores Unicode as UCS-2, not UTF-8. The link I posted offers you some possible solutions for storing UTF-8 data in SQL Server database, but it is basically saying that it offers no native support.

So the work around is not a DB setting it is in the pages/connections?

Right, when data is sent to the db, it would be converted to UCS-2 and stored in the db... then on export to the client IIS would convert it to UTF-8, as an example of the ASP workaround.
