 InterDev Installed in Win 98, There is SQL Srv , How Can I Run IT?

sqlsrv32.dll
Sqlstr.dll
Sqlparse.dll
Sqlwoa.dll
Sqlwid.dll

windbver.exe (SQL Server Client Config Utility)
Cliconfg.exe (SQL Server Client Network Utility)
dac.exe (MS DTC Admin Console)

I read The sqlsrdme.txt file, and stated the following

At a command prompt, use the isql utility to run the
Instcat.sqlscript. For example:

C:>ISQL /Usa /Psa_password /Sserver_name
/ilocation\Instcat.Sql

I did't find this ISQL.exe File .
Here is the question:
I have the sql server installed with InterDev, But
I cat't run the server?
