 DTS Ignoring global variables?

I have a problem with a DTS package. It works fine executing directly executing it from local packages, but when I run it from the command prompt, in a script or schedule it, it just runs and IGNORES the dynamic properties. I think it something with security, but I tried all day figuring out what's the problem. I have tried both global variables, using a SQL query and a .INI file to assign the dynamic property, which works fine when I execute from local packages so obvioiusly I am doing it at least half right. Again the problem is that when I run it from a command prompt or sechedule it, the DTS package is just taking the default values and ignores any dynamic values. Any ideas.

is the dynamic properties the first step of your job?

Troubleshooting DTS in a forum like this is difficult becuase it is so visual. Take a look at this article just to make sure you haven't missed anything obvious http://www.databasejournal.com/features/mssql/article.php/3559551
