do you mean the ansi timestamp or sql server timestamp.
if ansi then just add a timestamp column to the table and it will be automatically updated.
If the ansi then you need a datetime column and to update it on inserts/updates - perhaps in a trigger.

Cursors are useful if you don't know sql.
DTS can be used in a similar way.
