I stopped SQL Agent and restarted it for some reasons. After that, some users can open .adp file but some can't (Administrators have no problem to open).They get "Error:no such interface supported"

What's it? How to solve this?

What does the SQL Server Agent have to do with adp files? And you said for some reasons, please elaborate.

The .adp can't be opened after SQL Server Agent is restarted. Mybe it's irrelevant, but, what's that error message? What's the way to solve it?

The problem is irrelevant to SQL Server Agent being restarted. If you google the error, you'll find a couple hundred hits for your error.

Is .adp an Access thing? If so, you might try the Access forum here.
