Well it means start the osql utility, connect to the local\NETSDK instance of SQL Server using Windows authentication, and execute the sql commands contained in the InstNwnd.sql file agianst this instance.

What does "implement it" mean? Do you mean execute it? You could type this into the command line or just hit Start->Run and paste it in there.
