I was wondering if these tools are necessary to create a good program. If they are, maybe I can convince my company to buy them! Are there tools which work with VB, VB.net and SQL server?

They aren't necessary. But produce a much higher quality development environment.

In my opinion... it doesn't.

Most projects inside Microsoft don't use VSS so why would anybody else. It's main problem is that it ties you to a network share so it's horrible for remote working. It also has a tendancy to corrupt files. I have lost a project with it once.

Here are some others to look at :

www.CVSNT.org is my choice.

Vault from www.sourcegear.com Vault looks and feels like VSS, but is MUCH better. It runs on IIS and SQL 2000 too.

Perforce. A lot of people swear by perforce

Let me confirm some of Damian's comments. I work from home. In the last few months I have used both VSS and CVS across a VPN connection (768K DSL on my end). VSS was PAINFULLY slow and if I tried to check-in or -out more than one file at a time, it had a nasty habit of corrupting the entire VSS database (I'd get some weird message about a failed delayed write that would popup in my systray). I was using the VSS application, without integration into a development environment. However, using CVS from within Sun One Studio, I didn't have any corruption problems and the performance was good. (Note, VSS worked fine for me when I was physically attached to the same network that the source database was on, but just dogged it when going across the 'net/VPN.)
