sa- sql serve login
scott - oracle user name
tiger - password for the user

Please tell me where is the problem?

I've had similar problems with Oracle linked servers, and I got around it by including the full OLE DB connection string as part of the @provider variable:

sp_addlinkedserver 'HMS252','Oracle','Provider=MSDAORA;Data Source=HISNET;User ID=scott;Password=tiger','HISNET'

It is redundant, but give that a try.
