Because your expectations are wrong

If I gave you an ID, say Number 35. Then you left, it would not make any sense if I gave ID Number 35 to someone else. Because then how could I tell the difference between what you had done, and what someone else had done.

if you want it to restart from 1 check for DBCC CHECKIDENT in BOL.
