 Appropriate BLOB use with images and arrays

I'm fairly new to database application development and have noticed that there are strong opinions on the use of BLOBs to store large chunks of data in a table.

When is it appropriate to store data in a BLOB? When is an image too large to store in a BLOB? If I want to store an array of ordered pairs in a BLOB, is that any different than storing an image in a table?

Being a newb, I can't tell if not storing images in the database is a matter of opinions or if it really is commonly held in the industry. If images really shouldn't be stored in the DB, why is it there as an option?
