What do you mean the application doesn't go on the local server? Do you have one server for the database server and another for your application?

Connection time outs have lots of different reasons why they occur: network problems, poorly designed queries, server performance, etc...

We would need to know which queries are timing out, what your current configuration looks like, what the server performance is at when the problem occurs and any other useful bits of information related to what is occurring during the problem.

The point though is that there is no simple answer especially with the information given so far. Please provide more information and we'll see if we can help.
