Instead of bringing up SQL Server through a command prompt, you could start using the NET START command. But that begs the question of why isn't SQL Server started automatically anyway.

Someone wants to write their own Enterprise Manager in Delphi, I would bet.

If Delphi can use COM objects, then use the SQL-DMO object library. The documentation is in Books Online. The code samples are going to be C/C++ or Visual Basic, but you'll get the idea.
