You need to use source control. All table creation scripts are checked into the source control system and no alterations are permitted outside of it. This provides you with all the detail you need on what the tables should look like. If anyone makes unauthorized alterations, you can simply compare it to the legitimate version and change it back, if need be. While it doesn't entirely prevent someone from making unauthorized changes, it does make it easy to undo those changes.

There are also tools by Red Gate (http://www.red-gate.com/) that can compare table structures and script the differences, but nothing beats a proper source control system.
