dtsrun.exe is an OS executable. You can run these using the xp_cmdshell extended stored procedure found in the master database.

Another way, if you don't want to allow xp_cmdshell access (and there are lots of reasons not too) is put the DTS package in a job that has no schedule set for it (so it won't run).

Then when you want to run it, fire off msdb..sp_start_job with the job name.
