Try this. Note the datediff will subtract month from @month, in months.

-- argument
@month datetime

-- use actuals up to this month
select *
from actuals
where datediff(m,month,@month) >= 0
UNION
-- use forecast beyond this month
select *
from forecast
where datediff(m,month,@month) < 0
