but is it possible to achieve the same without using function and temp table

Without using function, It is possible for single id. For multiple ids you need to use function than temp table. Read this article fully

The same solution i was suggested to my team lead when i got this requirement.
For my Project im asked not to use Functions. so we did this concat in the front end side.

Thats good. If you use Front end application, then you need to make use of it
