There is no guarentee that rows will be sorted and stored in a particular order in SQL. If you have a rowid, you can use that. Other then that, you need some other way to identify the record you're trying to pull.

To the best of my knowledge there is no internal row id in sql (I'm assuming you meant ANSI-SQL); there is such a thing in Oracle and maybe the implementations of other sql vendors.
