I would question the move if you are going to install SQL on the same box that the Access app is on. Generally speaking the database isn't too slow, the machine is too slow. Will this be a new server?

sql server is expensive. if you only have 4 users consider looking at MSDE. It is free. Beware though, there is no gui and you will have to learn the command line.

20 tables and 4 users does not call for a full blown sql implimentation unless you have 100,000's to millions of records.

Hardware can be the issue but I am sorry to say a lot of access programmers are not very good and Access is not a client server product unless you properly use Access Data Projects. Access has the tendency to to do dreadful things like pulling whole tables across networks and processing the query on the client... I can go on and on about my hate for that pig they call Jet but I have work to do.
