Is using "WITH (ROWLOCK)" an effective way to possibly reduce deadlocking that could occur with INSERT, UPDATE, or DELETE? Or would there be a noticeable cost with this method? Are there any other potential drawbacks with using this?

Generally, you want to avoid doing this. SQL Server will pick the most effecity lock to complete the task at hand. If anything, WITH (ROWLOCK) will cause more deadlocks than it solves.
