 Can't access surface area configuration manager

I use sql server express 2005 and when i run asp.net project( visual studio).I get an error "cannot connect to sql server...".i googled it and someone said it was due to remote configuration and to enable it from surface area configuration manager.But when i try to open that i get the following error "Computer localhost does not exist on the network, or the computer cannot be configured remotely. Verify that the remote computer has the required Windows Management Instrumentation components and then try again. (SQLSAC)".I tried self pinging and showed sucess.Plz help me.I badly need this.I'm using windows vista
