Are you using ASP.NET 1.1 or 2.0 ?

In 2.0, this property has been depreciated and the new one is called "MaintainScrollPositionOnPostBack"

in 1.1, I believe that case is important in page directives, so be sure to capitalize the "S" in SmartNavigation.

Finally, remember that not all browsers support this feature. It might be an IE-only thing, though I believe this has changed in .NET 2.0 and firefox and others are supported.
