I read that the RAM limit for standard edition is 64 gigs. I allocated 64 gigs to my instance but under processes it shows that it is using 70 gigs. I have 100 gigs of RAM on the server. Obviously I'd like to use more than 64 gigs if possible (and not violate licensing). Does Microsoft enforce the 64 gig limit or has that limit been removed?

Where did you read that? It isn't true. SQL Server 2008 SE can utilize as much memory as the OS supports.
