I am having hard time to decide what level of permissions needs to be given..any help would be highly appreciated.

There are 3 databases on the server and When a user creates a new database, then he should have complete access to the newly created database. I have given dbcreator in server roles but when ever the user creates a new database, he is able to create it but unable to access it. How can we give the required permissons in this scenario??

Its not true.

Any user who has created the database becomes the default owner of the database.
