I havae installed new sql server instance in my customer computer.
he has administration right permistion on her computer.

but i want restrict her access to mdf & ldf files.
in other means he can stop sql server service from administrative tools on control panel and make a copy of mdf & ldf files.
then attach that files and use them.

If he has administrative rights, there is nothing you can do to stop him from doing what he pleases to the database. You can slow him down (which is all TDE would do), but an administrator has full and complete rights to the server and full control over everything on it.

It's not going to stop someone who has administrative access to the server (and SQL) from taking the database files. It will slow them down, it won't stop them.
