The clever people in Marketing created a monster based on Microsoft Access and spreadsheets and Who-Knows-What-Else and it got too big for Access, so they put in on SQL and, as DBA, it's my headache now. I know zilch about Access. ANYHOW, a simple select against a 5,000 row table frequently shows up holding IS locks for hours. Any guesses on what kind of process would do that (asking the Marketing guys is a waste of time) ?

It sounds like they are opening a transaction and waiting to commit it. Check the open transactions to verify.

Look for open transactions in that database, using either DBCC OPENTRAN or querying the sys.dm_tran_* DMVs. Someone may have implicit transactions set on their connection properties.
