My env. does not always have enough disk to allow for index rebuilds.
Is there any cumulative negative effect of just getting by with reorg of indexes. I know I've read that rebuild is better for >30% frag. Of course with limited disk there is no choice.

Some people never rebuild their indexes. Whether or not you need to rebuild or if reorg is fine is dependent upon your performance requirements and whether or not you know performance degradation is occuring due to the fragmentation and that reorg isn't fixing.

There isn't just one answer for your question unfortunately. It depends.

I would think it is safe to say that frag. has negative effect on performance (higher reads etc..)

Mine is DW env. and massive inserts/deletes produces a lot of frag.

Massive fragmentation can cause performance issues. But it still depends. Everyone's mileage will vary, you'll need to test. If you are having perf issues because of fragmentation and reorg isn't solving it, then you'll know to add more disk space.
