What should be OLTP transactions performance benchmarks and How to achive them ???

I am gonna summrise it:
What should the numbers of transactions per second ? (for OLTP & RSS)
What should the response time (transaction processing time) (for OLTP & RSS)

On our largest system, we get up to 5000 queries per second. But we have very expensive hardware for this. On that system, we expect 95% of queries to complete in 300 milliseconds or less. Your mileage will vary depending upon hardware, database design, query design, and data.

Trasaction Processing Performance Council recommends
HP Integrity Superdome - Itanium2/1.6 GHz-64p/64c (http://www.tpc.org/tpcc/results/tpcc_results.asp?orderby=dbms)
to achieve >10000 queries per second performance. But its too expensive.
