I saw on this forum that the below error was due to SQL browser service being overloaded with log entiries. If I restart the browser service on my cluster thats in production will it affect other instances on the cluster?

Shouldn't. In fact, sql browser service works only when sql instance listens on dynamic port and client doesn't specify port number for connection.
