The only scheduling engine inside SQL Server is SQL Agent which is jobs. You can use the Windows NT "at" command to call OSQL. OSQL can launch stored procedures. Actually any scheduling engine that can call command line programs can call OSQL and run stored procedures or SQL scripts.
