If the CPU usage on a server is 20 - 25% then is that considered high? Could it cause performance issues?

How can I check how much CPU SQL Server is using?

You can monitor CPU usage with Performance Monitor, and limit it to the SQL Server process. If that's all you want, an easier way is to use on of Glenn Berry's diagnostic queries:
