No. Safety=full is synchronous mirroring. Safety=off is async.

why we won't use safety=full in async mode?

My explanation was complex?

Setting SAFETY=FULL is how you set a mirroring setup to synchronous. Setting SAFETY=OFF is how you set it to Asynchronous. That's the sole setting that controls whether the mirroring is async or sync.
