 Varbinary value in table column

I've got value in column (varbinary(2048)). It is possible to get decimal value from this? To convert this, cast or something?
May it encrypted value?
Tell me it is impossible to obtain? By average database programmer? (Not hacker).

I've got value like this (and this maybe it's decimal - 1.2 value or contains 1.2 it's possible?):

The content is way to large for only containing a "1.2" value.

Depends what you mean by original. It could be an image, a document, a memory dump, etc. etc. For example, http://www.forensicswiki.org/wiki/RAR shows that the start of your value, 0x7B, is used in RAR files. But it could be anything.
