hi !
I have set up a standby server by migrating system databases so that my standby server has same user logins as primary.
I am reading everywhere the first step of role reversal as "
Step 1: Transferring and exporting logins. First, BOL recommends building a SQL Server 2000 Data Transformation Services (DTS) package to transfer logins from the primary server to the secondary server and to resolve login SIDs across distinct servers"

my question is : do I need to do this step since my logins already match between primary and secondary ?

Even though your logins are in sync right now, the accounts could get out of sync, such as changed passwords, new accounts, deleted account, etc.., so you should have a process in place to keep them in sync.
