I notice that my schedule jobs aren't running now, when I look in Enterprise Manager -> Process Info under the command column 18 jobs have Excute And 2 others have Kill/Rollback. I had restarted the Agent but that didn't help. How can I get the schedule jobs to run normal again, do I need to stop and start SQL Server.

Did you change anytinhg in server recently? like renaming db etc.
See error log for any possible warnings and see what was the last step in jobs which remain in executing step

Are the jobs in disabled state currently? Is the SQL Server agent service running?

use this query to see if there are any transactions in rollback state - http://www.sqlserver-dba.com/2011/11/monitoring-a-rollback-and-sysdm_exec_requests.html
