 Move SQL2000 instance to a SQL2000 Cluster

Can I restore a master database from a single server to Cluster servers from backups? I have already restored the working databases but the master, msdb, and model also need to be restored so I can have all my permissions and stored procedures also restored. The SQL2000 Cluster servers also has a different SQL instance name. Both the single SQL2000 server and SQL2000 Cluster servers are the same build and same patch level. If it can be done please tell me the procedure.

No - even if it were possible I would not recommend it.

Script out all stored procedures that you created in master, script out the logins (sp_help_revlogin is what I would use), export DTS packages and import on the new system, and any other objects that you built in any of the system databases.
