I have a windows 7 workstation. When I run the cliconfg on it, Named Pipes and TCP/IP show as both Enabled and Disabled. No matter what I try, like moving them both to enabled. When I close out and come back in they are both back on each side as enabled and disabled.

run as administrator.

or turn off UAC altogether.

Ended up finding the user did not have read/write access to the registry setting for cliconfg.
